Script/Tool to Bulk Edit AD User Objects?

Looking for a script or tool that can be used to bulk edit AD users. Essentially, HR sends out a list of staff movements between units every few months which on the sysad side involves removing the user from their current departmental security group and into their new departmental security group (possibly also OU).

The script would have to be able to determine which group the user is currently in is the department security group , remove them from it, then add them to their new department security group.

Ideally the script/tool is easy enough that a non IT person can use that way I can eventually push this task onto HR since they're the ones generating these movement lists.
