I don't commonly post here, but this caught my eye and I have professional expertise.
It simple enough. Larger farms in ideal growing regions with established infrastructure are massively more efficient by an order of magnitude.
Gardening is 'probably'* carbon positive.
Its OK though. I still have my vege garden and so should you (or community garden).
It's fun. It builds resilence into your community and local supply chain. And most hobbies are carbon positive, this one comes with benefits too.

A good start and pegging progress to a relative marker like income multiples is the right approach.
I think Chris is making a mistake trusting councils. Keeping the zoning requirements but giving council power to decide where they are implemented will probably lead to more ghettos. In Wellington they are already bending the rules and redefining some train lines as "not mass transit" to prevent density in affluent suburbs.

Any restrictions for school children would be highly invasive and detrimental to a child's wellbeing. Many school contact sports will have weight grades, which suffice to manage risks.
Also bare in mind that in the current culture wars, you may have a fixed idea of what "trans" means that does not meet the myriad of actual circumstances.

There used to be a website with a rubber man floating on the screen. You could move him around with the mouse and make him stretch out in psychedelic colors. Hours spent doodling.
